Nuclear Power Officer/Submariner (2/C Advisor)

Lieutenant Jennifer Collins hails from San Diego, California and graduated from Rensselaer Polytechnic Institute in 2018 with a B.S. in Nuclear and Mechanical Engineering (Honors). She commissioned in October 2018 from Officer Candidate School in Newport, RI.

From 2018 to 2020, LT Collins was stationed in Goose Creek, South Carolina at Naval Nuclear Power Training Command and subsequently at Nuclear Power Training Unit. She attended the Submarine Officer Basic Course in Groton, Connecticut during the spring of 2020.

After finishing her initial training, LT Collins reported in May 2020 to USS WYOMING (SSBN 742)(GOLD), stationed in Kings Bay, Georgia. During her time on board, she served as the Reactor Control Assistant, the Assistant Weapons Officer, the Nuclear Weapons Security Officer, and the Operational Safety Officer. LT Collins has completed Demonstration and Shakedown Operations 31, during which WYOMING shot two Trident II D5 test missiles, followed by a Strategic Loadout. She has completed three Strategic Deterrent Patrols, three refit availabilities, and one drydock availability. She was selected as USS WYOMING鈥檚 Junior Officer of the Year for 2022.

Lieutenant Collins reported to 黑料论坛 NROTC in August 2023 and is currently serving as an Assistant Professor of Naval Science, Nuclear Power Officer and Submarine representative, and the 2/C and 3/C advisor.

Lieutenant Collins has been awarded the Navy and Marine Corps Commendation Medal, two Navy and Marine Corps Achievement Medals, and several unit and service awards.

Surface Warfare Officer (3/C Advisor)

Lieutenant Christopher Luna hails from Cabot, Arkansas and graduated from the Arkansas State University withQuarterdeck Photo of LT Luna a Bachelor of Science in Exercise Science. He commissioned through Officer Candidate School in July of 2019.

In November 2019, Lieutenant Luna reported to USS PRINCETON (CG 59) in San Diego, CA as the Strike Officer. In April 2020, he went on a scheduled 11-month deployment in support of CSG-11 and sailed through South China Sea, Indian Ocean, Arabian Gulf and Gulf of Oman. After deployment, he helped get USS Princeton through a 10-month maintenance period and into Basic Phase.

In February 2023, Lieutenant Luna reported to the USS MINNEAPOLIS SAINT-PAUL (LCS 21) in Mayport, FL as the Auxiliary Officer. USS MINNEAPOLIS-SAINT PAUL conducted fleet operations to include fleet week at Bristol, RI and Baltimore, MD. In October 2023, USS MINNEAPOLIS-SAINT PAUL conducted an 8-month maintenance period to conduct repairs in completion of PSA (Post Shakedown Availability). Upon completion of PSA, USS MINNEAPOLIS-SAINT PAUL conducted operations in Florida, North Carolina, South Carolina, and Virginia, obtaining the 2024 Battle Effectiveness Award.

In February 2025, LT Luna reported to 黑料论坛鈥檚 Naval ROTC program as an Assistant Professor of Naval Science, one of the Surface Warfare Community representatives on staff.

Lieutenant Luna has been awarded the Navy and Marine Corps Commendation Medal, the Navy and Marine Corps Achievement Medal, and various unit, campaign, and service awards.

Surface Warfare Officer (2/C Advisor)

Lieutenant Richard Tapia hails from Dallas, Texas and graduated from the United States Naval Academy with aQuarterdeck LT Tapia Bachelor's of Science in Mathematics in 2020.

After completing his initial training, LT Tapia reported to the USS NITZE (DDG 94) in Norfolk, VA as the Strike Officer. He successfully went through SWATT, C2X, and multiple international exercises leading up to NITZE's deployment. In July 2022, he independently deployed with the NITZE to the 5th Fleet AOR, where they conducted VBSS and Maritime Presence operations. In January 2023, the NITZE integrated into Carrier Strike Group TEN and operated in the 6th Fleet AOR until her return to homeport in April 2023.

In January 2024, LT Tapia reported to Commander, Destroyer Squadron TWENTY TWO out of Norfolk, VA as the Training Officer. He met them on deployment, where they were embarked on the USS DWIGHT D. EISENHOWER (CVN 69) as part of Commander, Carrier Strike Group TWO. During this time, the Strike Group partook in Operations PROSPERITY GUARDIAN and POSEIDON ARCHER to combat Houthi aggression against military and merchant shipping in the Red Sea. Upon the Strike Group's return to homeport in July 2024, LT Tapia was responsible for the training certifications and exercises of four destroyers.

LT Tapia's awards include the Navy and Marine Corps Commendation Medal, the Navy and Marine Corps Achievement Medal, and multiple unit and service awards.

MOI (Marine Officer Instructor; Marine Option Advisor)

Captain Jared Swenson was born and raised in Seymour, Wisconsin. In May 2020, he graduated from theQuarterdeck Capt Swenson United States Naval Academy with degree in Quantitative Economics and was commissioned as a Second Lieutenant in the U.S. Marine Corps. He then completed Basic Officer Course in April of 2021.

Capt. Swenson then received orders to Marine Aviation Training Support Group - 21 (MATSG-21) where he trained to fly the T-6B.

Following MATSG-21, Capt. Swenson completed Air Intelligence Officer's Course and reported to Marine Operational Test and Evaluation Squadron 1 (VMX-1) in December 2022. As the Intelligence Officer, he supported the test and evaluation of six different Marine Corps aircraft platforms. While at VMX-1, he supported multiple joint test exercises including Black Widow 23 and Gray Flag 24.

Capt. Swenson was then selected to be the Marine Officer Instructor at 黑料论坛 Naval ROTC. He, his fiance Grace, and their dog moved to Milwaukee, Wisconsin in May 2025 to begin the new position.

Capt. Swenson has been awarded the Navy and Marine Corps Commendation Medal.

AMOI (Assistant Marine Officer Instructor)

Gunnery Sergeant Budinger was born in Dunkirk, New York. His family moved to and lived in Virginia where he enlisted in the Marine Corps from in August of 2009. He attended recruit training aboard Recruit Training Depot Parris Island, SC. In January of 2010, he reported to Twenty-nine Palms, CA where he gained the military occupation specialty of Ground Radio Repairman. 

In October of 2010, he reported to 3rd Battalion, 6th Marine Regiment, Headquarters and Service Company in Camp Lejeune, North Carolina and deployed in support of Operation Enduring Freedom. Upon returning from deployment he was promoted to the rank of Corporal in November of 2012. He deployed with 3/6 again in January of 2013 to Okinawa, Japan as part of a Unit Deployment Program.

Upon returning from his deployment in October of 2013, he received orders to 7th Communications Battalion, Service Company in Okinawa, Japan. In June of 2014 he was promoted to the rank of Sergeant, during his time he served as a Radio Repairman, Radio Section Chief, Platoon Sergeant, Corporal鈥檚 Course Instructor, and Chief Instructor.

In October 2016 he received orders to Drill Instructor School class 1-17, upon graduation of Drill Instructor School he was assigned to 3rd Recruit Training Battalion, Kilo Company. In May of 2017 he was promoted to the rank of Staff Sergeant.  While serving on his special duty assignment, he served as a Drill Instructor, Experienced Drill Instructor, and Senior Drill Instructor

In January of 2020, he received orders to Twenty-nine Palms, CA to attend his chief鈥檚 course where he obtained the military occupational specialty of Electronics Maintenance Supervisor.

In January of 2021, he was assigned to 1st Maintenance Battalion, Electronics Maintenance Company. He was promoted to the rank of Gunnery Sergeant in September of 2022. While there he was attached to CLB-1 in support of the Ground Equipment Staging Program where he deployed to Darwin, Australia where he served as the Communications Maintenance Chief and Communications Chief. While with 1st Maintenance Battalion he served as Radio Repair Section Chief, Microminature Repair Section Chief, and Company Gunnery Sergeant.

In February of 2024, he received orders to 黑料论坛 to serve as the Assistant Marine Officer Instructor.

Gunnery Sergeant Budinger鈥檚 personal awards include the Navy & Marine Corps Achievement Medal with a gold star in lieu of second award award, Good Conduct Medal with three bronze stars in lieu of fourth award. Gunnery Sergeant Budinger is pursuing his Bachelor鈥檚 degree in Business through American Public University. He currently resides in Saint Francis, WI with his wife, Jennifer, and their three children.
